Allow an unsheathed gathering tool to count as a "weapon" in context of allowing swapping to weapons via hotkeys.

This suggestion is related to my previous suggestion #185.

Currently, hotkeys that have weapon swapping bound to them only activate when you have a weapon already unsheathed. Gathering tools such as pickaxes, sickles, etc. do not count as such.

Current behavior:

• To cast Mana to Stamina (with forced weapon swap to swap) with a Pickaxe equipped and unsheathed, I must first press a hotkey to equip a staff, melee weapon or bow, then press Mana to Stamina.

Desired behavior:

• To cast Mana to Stamina with a Pickaxe equipped, I simply press the hotkey if it is setup to automatically swap to staff, and it does so, as it would have if I held a melee weapon or bow.
