Decrease High-Level Monster Resistance to Arrows for Archers

Reduce Higher level monsters resistance to Arrows so that Destroyers and other Archery players can farm using elemental arrows that are as effective as Bolts from mages.
as it stands using R60 Q3 transmuted bow deals around 22-28 Damage depending on Fine or Elemental arrows
This is mostly applicable to Rare ore/wood Golems etc
