This one is pretty simple. Boats are gated, and gated hard. You have the ability to go out into the ocean and do sea battles, but the progression to get a boat is IMPOSSIBLE. What do I mean? IT's gated by shipyards that are only in red cities. So if I grinded everything for a boat with my clan I still couldn't go out into the ocean and fight other players. For peats sake make it to where a small clan can at least compete in these events. Gating everything only works in gacha games where people are spending $1000's for characters. Unless your monetization policy is to drive players away and not let them progress in the game there needs to be a way for people to get these things and participate in the world writ large.
