Implement Safe PvP Zones on Blue Tiles with No Loot Loss

How about enable pvp on all tiles. But blue tiles = safe dying zone in that you drop no loot. Nothing. Even if a monster kills you. Yellow and red stay as is? That way you can reduce blue tiles in humanlands and enlarge blue tiles in other capitals. For example in dwarflands extend blue tiles to the goblin spawns around the capital. This allows people to experience pvp but they wont lose gear so no gear fear
