Age-based Neighborhood Access and Public Server Options

Allow neighborhood owners to set the age group of their neighborhood so they don't have people they can't chat with join. Also start Bloxburg with a menu to join public servers set for certain ages. This is a roleplaying server where chatting is essential, but if half of the server is deaf and dumb, it ruins the experience.
