[FUTURE ROADMAP] Optional Outlaw & Law Enforcement System

Description:
This is intended as reference material for future consideration once the core map infrastructure is complete. It is a long-term concept designed for a future stage of Bloxburg, specifically if previous upcoming updates allow this (meaning after the Police Station, emergency services, and NPC traffic are fully implemented).

It fixes the "sterile city" problem via a 100% voluntary, PvE system. Real players and houses are completely immune.

How it works (Unified Menu/Phone Opt-In):
Traffic Regulations (Heat 0):
Activating via phone/settings disables fast travel and enables NPC police enforcement. Legally driving roleplayers get real traffic rules. Committing minor infractions (red lights, speeding) results in minor financial Traffic Tickets, adding realism.

Going Outlaw:
To go illegal, players physically visit a hidden permanent NPC contact outside the city to accept a heist task (Downtown banks, jewelry shops, NPC apartments, or a stylized graffiti tag minigame on grey walls). Teleporting remains strictly disabled.

The Heist & Heat 1:
The heist has a countdown timer. Cops do not appear instantly. Heat Level 1 triggers only when the timer runs out OR the heist is successfully completed.

The Chase:
Visual contact with cops upgrades status to Heat Level 2, starting the chase. More NPC cars spawn over time. If a cop rams/blocks you, the Busted bar fills. The bar never drops when cops drive away; it stays high until you completely break Line of Sight (LOS). The moment it hits 100%, you are instantly Busted.

On-Foot Escape:
Leaving the car fills the bar faster near cops, but lets you use narrow alleys, fences, and roofs where AI cars cannot fit to break LOS.

The Safehouse:
Breaking LOS pauses the chase but does not wipe your Heat Level. You maintain your exact current Heat Level while hidden and must behave carefully. If any cop spots you on your way home, the active chase resumes. Entering your house door completely clears your Heat and secures the loot.

Arrest Penalty & Balance:
Getting busted means 1-2 minutes in jail (to refill moods). Your bank account is safe; you only lose 70% of the loot gathered during that specific run. Highly balanced so it doesn't devalue normal jobs.

Developer Feasibility & Monetization:
Uses existing arcade car physics and road GPS nodes. Stuck AI cars seamlessly teleport forward if LOS is kept. Since cops drive the fastest cars, players are highly motivated to buy luxury supercars (driving up premium Bloxbux monetization).

Defense & Safeguards:
No violence at all.
Fully Optional: Casual players notice zero difference. No griefing of real players.
Zero Collision: Active outlaws and police cars pass right through uninvolved players. Chases will never block family RP or crash into peaceful drivers.
Roleplay Benefit: Gives realistic traffic RPers a real, mechanical reason to obey laws under NPC cop supervision without any theft themes.
