Enhanced NPC and Law Enforcement Activities in Open-World

Add NPC cars driving around. And more people walking to. And instead of them disappearing make them go in there house or buildings. Same with delivery. Also add a police station with police driving and patroling the town. If you brake a law they will arrest you and you have to pay 1 buck.
