Introduce a Free-Build Sandbox Mode for Creative Building and Roleplay

Sandbox mode! it would function much like neighborhoods and be subscription (robux or otherwise) based but everything would be FREE allowing free-build/easier roleplays BUT they wouldnt transfer to public lobbies at all so they'd always be in that ONE area (or other free-build servers) the main issue I've noticed is people CANT/Unable to grind for cool builds they wanna do

and free-build would ONLY apply to the bloxburg items you'd still need the gamepasses for second floor/basements etc
