Implement Pay-on-Exit Feature and Enhance Build Customization Options

  1. We only have to pay as soon as we click a certain button like "Pay" or something. And if we try to leave build mode, it makes us pay or else we can't leave build mode. This would be good for testing builds without having to spend money =^.^=

  2. Being able to bulldoze the town, camps, lighthouse, observatory, etc, and rebuild it to whatever we want. Can only be done in neighbourhoods and not public servers.

  3. Decals being able to be on the ceiling and the floor ((so I can make detailed Turkish rugs HEHEHEHHE))

  4. Custom material so that we don't have to use decals for wallpaper or something anymore
