Steps to Reproduce

1. place stairs
2. go into fences
3. get any fence or railing
4. try placing it onto the stairs (you can't)

Explanation

fences and railings dont snap onto stairs or place on stairs since this new placement update (had to put it under french cafe items update as there is no option for the new update)
