Custom Decals Not Displaying in Build Mode

Steps to Reproduce
- Enter Build Mode.
- Place any object that supports decals (e.g., a picture frame or poster).
- Select the object and choose to change the decal.
- Enter a custom decal ID or choose from catalog.
- Confirm the decal change.
- The default decal disappears, but the custom decal does not display.
Explanation
When using decals in Build Mode, the default Bloxburg decals display correctly. However, when I change a decal to a custom decal using a valid decal ID or look from roblox catalog, the decal becomes invisible and does not appear on the object. The decal ID is accepted, but the image never loads or displays.
