Permission Settings Not Saving Across Servers

Steps to Reproduce

1. change any setting in the permission settings
2. Remember what setting you changed.
3. leave then rejoin
4. look at your permission settings
5. notice how the settings have gone back to normal

Explanation

Not sure if its a bug, but permission settings haven't been saving, so lets say I go into a server and change a roommate setting so roommate can't build, and then join a different server, if I give someone roommate, they can build and the settings don't save, I've asked other ppl too and they've got it too
