Implement Medal System for Races with Rewards

Introduce a medal system (bronze/silver/gold/ace) for each race based on completion time to encourage play. Provide rewards such as small amounts of proelium, racing-related skins/charms for each medal, a splitball skin (if added), player card/badge/title, etc., for achieving all medals on every standard race.
