Display Numerical Stats for Perk Enhancements and Effects

Perk effects need numbers if they enhance something already available as "enhancement of XXX in percent" . if something works BETTER with perk it needs stats: does it work longer, farer, with higher damage ratio? currantely not possible to determine what perks do at all.
