Enhance Time Dome Mechanics for Better Combat Effectiveness

Improve or change Time Dome. It makes no sense unless I'm missing something. Whats the point in having something that speeds you up within a short circular radius, but practically makes you a slightly quicker 'duck in open water'. Considering at the point of use you're probably going to be under fire from automatic weapons. The shotguns and Burst rifles s*** so they aren't an issue.
