Permanent Arena Mode with Strategic Portal Cooldown

A permanent Arena game mode with portal cooldown like in BR would be nice for casual experience where people use portals more strategically rather than an ultimate solution to every problem. Permanent no portals at all is an easier to make alternative, but it's too extreme and some amount of portals is still fun.
