Streamer VIP Drop Eligibility for Active Streamers

Why are we only having VIPS for drops on twitch that dont even stream the game except every 3 weeks if they even play it all. I have personally been streaming and getting new players to play strictly SG2 and still didnt get accepted while the VIPs arent even taking any time to stream the game not allowing anyone to get sub drops at all.
