Consider trying out portal based matchmaking. For casual matches, matchmake people based on how much they used portals (or at least consider it in the matchmaking). This could help with people quitting the game the first time they face someone who portal chains alot. A newer player that cannot use portals that well has no shot against a serious portal user (even if the new player is decent at fps games and is able to put up decent scores without major portal use).
