Make Fiesta Mode Permanent to Alleviate Weapon Unlock Restrictions

Fiesta as a permanent mode. I don't have all the weapons unlocked so im just stuck on a loop of being ganked by guns i don't have yet. Make Fiesta permanent since its the one time im alleviated from this issue.
