Weapon Balancing: Make SMG, Shotgun, and Burst Rifle lesser Power Weapons like in sg1

This would mean you can spawn with either Carbine or AR. Loadouts can stay; whenever someone picks up one of these weapons it spawns with their chosen loadout, which persists until the weapon is despawned. Maybe this would make two sets of loadouts necessary: one for each weapon, and one set for situation-dependent Perk and Equipment choices.
"Lesser" Power weapons could have ~4 spawns per Arena map, so 2 out of 4 people on each team could have them, or all 4 people on one team can get all of them if they control the map effectively. I also envision shorter times between spawns than for "full" power weapons.
This would allow these weapons to be buffed to their "original" (alpha) states while keeping carbine and AR relevant. May also need to buff existing Power weapons a bit to make them really stand out, such as bigger bullet on deadbolt.
End Goal: Would make weapon balancing easier (or possible at all) and emphasize importance of map control. (BR was not considered in this suggestion)
