Enhance Player Communication with New Chat Settings and Push to Talk Toggle

Tweak current player communication or add extra settings such as:
- Moving "All" chat to the second option after "Team" when solo queueing.
- A toggle push to talk button instead of just "push to talk" as keeping your finger there the whole time gets uncomfortable after extended periods, and sometimes, you would want other people to not hear you if you didn't have push to talk enabled and instead opted for open mic.
