Implement Spawn Protection to Prevent Spawn Camping in Hotspot

Some form of spawn protection. I've got a 30 second clip where I've been spawn killed 4-5 times in a row during a game of hotspot. One guy camps our team spawn while the rest of their team caps the objective.
