Explanation

When using the Stamper, it does not check if its primary output is full. If it is or no belt is connected to the primary output, it still outputs the stamp remains out of the secondary, making the scrapper unnecessary.
I would assume that the output of any side is blocked, as long as the other one has no space to push an additional module on the belt.
