Explanation

The Stamper doesn't block when the cut-out line is full.

Normally machines like the Cutter stop when the line behind them is full. Given this pattern I would expect that machines that have two outputs to stop when either line is full. The Stamper stops when the through line is full, but keeps going when the cut-out line is full.

As a result I've spend several hours trying to figure out why I couldn't get my production line balanced when everything I cut was needed for another part so no cube was unaccounted for. My Stampers were working at full efficiency so I kept assuming that the problem was somewhere else. Eventually it turned out I needed to distribute my off cut line over two Assemblers to get that part of the line moving at full speed. Had the Stamper stopped because the cut-out line was full I would've seen this much, much sooner.

--- steps to reproduce
Set up a line with a Stamper that has full throughput on the main line, but blocks the cut-out line. Instead of stopping the Stamper keeps going at full speed. No idea where the cut-outs magically disappear to.
