Explanation
The counter is limited to belt speed. This isn't really a huge issue but i noticed when I added a counter before the splitter coming out of the harvester pad that it was limiting the output to 60 instead of 120. Connecting the splitter directly and having 2 counters on its outputs solved the issue for me, but I wanted to report as a bug anyways since both the splitter and counter buildings say they're instant I'm just assuming this isn't intended behavior.
