Explanation

I only tested cutters and storage, but I'm guessing many other buildings will have the same thing happening.

Merging right in front of an exit doesn't result in an even split of each belt, even when after a tunnel. Adding a belt from the exit before the merge results in an even split. I would expect all merging to result in an even split.
