Explanation
It appears as though the "Counter" is limited to 120/m even though it should be instant. I set up two belt systems, feed into a cutter (60/m - 240/m). You can see from the screenshot with the counter placed between the cutter and splitter it reduced the output to 120/m. Without the counter it shows 120/m on the output of the splitter.
