Explanation

I loaded up my save and several conveyor belts were moving up no modules were moving along them. The machines at the end weren't being fed items. Thee modules were frozen at a specific point along the belt. The drone harvester was full despite there being an output. Unassigning drones and reassigned them to the same buildings was my workaround.
