Increase Solo Player Healing Rate for Balanced Gameplay

Heal Rate: as it stands, the DPS seems rather high which leads to enjoyable frenetic battles, but currently the heal delay leaves solo players exceedingly vulnerable to being picked off by a successive opponent who stumble in to find them sufficiently damaged and allows an easy kill. Even now the dominant strategy is to simply pair up with a team mate and you can DPS an opponent so quickly that you both are more than likely going to get a kill. So allowing a mercy to players venturing solo to heal more quickly seems beneficial to keeping with rapid gameplay. I’m sure you can find a decent balance for this.
