Shackles and chains for LEOs;
In the MCJ, it seems there's always a mess with an inmate or two jumping and running around trying to desperately to escape custody, so to fix this, I propose shackles.
A simple fix could be just limiting stamina and jumping when cuffed, but, more realistically, officers/deputies could be given chained shackles to use on inmates or subjects to limit their running and jumping. Overall, this would make the MCJ, and I'm sure patrol, a bit better since 30 LEOs won't need to try and dogpile a person for 30 minutes because someone accidentally released them.
