Enhance County Board and Supervisor Roles with Additional Assignments and Perks

County Board Perks:

Right now, the role is false advertising..
County Board can quote, "assign chiefs"..? Currently not a feature.
I was thinking: since County Board is a "government" role, give the role perks like assigning ranks to your personnel, hiring chiefs, or scratch assigning ranks and allow us to assign chiefs.?
Supervisors:
Allow supervisors to literally and figuratively assign people to admin leave, admin leave w/o pay, etc. etc.
Of course, it's not even a thing in the game yet.
So... add it?
Give Founders Lifetime (or both founders editions) at least 1 free permanent LEO insert per month?
