In real life, cops usually carry a heavy vest in their trunk, this vest is usually used during standoffs or high-risk situations. A system like this would be amazing in ventura, cause cops in real life usually wear plate carriers and vests, sometimes on regular patrol and sometimes in circumstances like the start. I'd invision a tool in the trunk of every LEO vehicle (except for unmarkeds for obvious reasons) that is called either "Protective vest" or something along that. It would be able to DAMPEN damage from rifles about -10 to 15 hit points, and have a set chance to completely stop pistol shots. But with the vest comes some drawbacks, equiping the vest makes an animation of your character putting it on which takes around 10 seconds to put it over their head, fasten it and clip everything together. Another drawback will be speed. If you have the vest equipped, your speed will be slightly lowered and stamina drains slightly more faster, this could be tweaked to be buffed/nerfed. This feature would be a very nice alternative to using shields that are bulky and get in the way of your sightline, this also enables you to use rifles while armored up, not just pistols as seen with the shield.
