Make FCPD team cap 8 like it used to be when Ventura first came out. Changing it to 5 makes things like TAC teams difficult without subscriptions, and makes the overall balance of the game less fair towards LEO. I would rather it stay 10, but if it's going to be lowered, make it something more realistic for a city. 5 people patrolling a little under half the map makes zero sense.
