Implement Civilian Trucking Job with CDL Licensing System

We should add a trucking job for civilians.

This is honestly an untapped goldmine for civilian RP, and I don't get how anyone has not thought of this.

The implementation is not horrible, it's split into 3 parts:

1) Licensing

We all know that everyone essentially gets a drivers license for free in Ventura (horrible idea, but that deserves its own suggestion thread). So, considering how trucks weigh significantly more than normal cars used to personal transport, we should implement a Commercial Drivers License (CDL) system. It's pretty simple to make, you really just need to pay a substantial amount of money (say, 5000 dollars) to the front desk at the VHP station, and you have a CDL.

That being said, you'd then have to have a CDL to be able to drive a car weighing x tons, able to hold y people, etc. etc. (Now that I think of it, this is a great step towards implementing the Florence Metro team), and police would be able to cite/arrest you for failing to follow this.

Revocation would also be a nice to have, say, VHP supervisors would be able to revoke CDLs for crimes involving CDL vehicles.

2) How to implement trucks into the game

This could be the harder part, considering Ventura does not have actual trucks, nor trailers.

Still, it is worthwhile to just implement various types of trailers and some truck models, as that's all you really need for this, plus some usage of the map to construct waypoints for truck drivers and deciding on rewards, including civilian XP for a successful delivery.

However, the bar to entry should be high money-wise, or else everyone and their dog will be doing this and cause a lot of congestion. It's easy to avoid though, just make trucks as expensive as they would be in real life. You could also just use vans for this, but it wouldn't make much sense.

3) Where to use this job?

Well, there are various spots I can think of already: SerPro (fuel transport), the Florence Mall, Target, even the gun store. You could even add smuggling to this, e.g. trafficking illegal guns to resupply the illegal gun dealer, which would add a whole new dimension to what it's like to be a civilian, making it feel less like cops vs. robbers.

Obviously there could be many more places to add for this potential job, but these are what come to mind for me.
