Add grapplers for HCSD or at least VHP team. Deputies or Troppers (in some cases even PD uses them) uses grapplers in real life for stopping criminals during pursuits. Grapplers would be able to get at the highest rank on team or the second highest. That would work pretty well since pitting is a bit broken beacuse you can't really pit others beacuse you just destroy their vechicles and in some cases they just die. Grapplers wouldn't be easy to use of course beacuse during pursuits they are high-speed or the suspect sometimes has just better car.
