Make Milano more poor, genuinely just worsen the state of the city. It would help give a great vibe to the game, and it would make for better realism. I don't exactly know what kinda improvements need to be made, but it'd suggest instead of all the wooden fences/railings perhaps change some of them out with chainlink for the poor. Los Angeles is generally very poor, let's see that in the game.
