Create public guidelines for each department. They would include:

• example scenarios and how to act in them
• general what you can and can't do as a member of said department
• range of duties
• etc.

This would remove TON of confusion regarding how the departments operate, give supervisors some confirmed regulations to rely and act on. And restrict SBI from doing anything they want
