Allow Separate Configuration of SRTCU Vests, Belts, and Helmets and Fix SBI Slickster Floating Issue

Seperate the SRTCU Vests, Belts & Helmets allowing users to put just the belt and vest on etc not the full set.

Also fix the SBI Slickster it floats above the body.
