#1761 Prevent LE from covering bodies and bagging them during active EMS/fire calls

Make it so LE can't cover a body and put the in a body bag while there is active fire/ems, It makes us useless because by the time we get to a scene everyone has already cleaned up the bodies and doesn't give EMS anything to do. Could also add in random EMS calls like fire has.
