New rules for SBI or maybe just LEO in general (These may overlap existing ones).

Over the past few days I've seen multiple issues with behaviour from some LEO's, especially SBI. From starting illegal fighting rings and other SBI refusing to do anything to fighting each other to death in a parking lot where again other SBI refuse to do anything. Although yes these may already break some rules (along with laws), with all due respect, donators seem to get more leniency if reported plus the new system only allows one report at a time which can be a bit annoying.

My suggestion would be bringing in specific, more in depth, rules for LEO teams (especially ones with lots of power like SBI) to prevent such actions like above. Examples could be, not being corrupt/doing corruption RP without approval from staff (used to be a thing), following all laws as LEO as part of game rules as well as in-game laws, acting in an unrealistic manner as LEO or abusing your authority is forbidden etc etc.

To be clear, the majority of people are fine and RP properly, but the people who don't just ruin it for others. Thank you!
