Expand Detective Access to Investigate Ammunition and Enhance HCSD Special Team Equipment

The detectives should have access to investigate the ammunition on the ground, and it shouldn't just be the SBI having access to that. They should also spend some time improving the HCSD special team, like providing helmets and other things that would improve our role-playing.
