Enable Law Enforcement Teams to Lock, Unlock, and Manage Booking-Search Area Cells

Add the feature to all Law Enforcement Teams to lock, unlock, open MCJ cells, at least those 2 cells at booking-search area. Then ask or HCSO must transfer them inside the MCJ inmates area. Also if not that, then make holding cells at every departments be usable and working properly.
