Enable Law Enforcement Teams to Lock, Unlock, and Manage MCJ Cells

Add the feature to all Law Enforcement Teams to lock, unlock, open MCJ cells, at least those 2 cells at booking-search area. Then, ensure that HCSO must transfer inmates inside the MCJ inmates area. If not, make holding cells at every department usable and working properly.
