Enable Law Enforcement Teams to Manage MCJ Cells and Inmates

Add the feature to all Law Enforcement Teams to lock, unlock, open MCJ cells, and transfer inmates to the MCJ inmates area. Ensure holding cells at every department are usable and working properly.
