Make the undercover vehicles of the LEO's civilian plates and I also suggest adding civilian vehicles to VBI like the 1990 chevrolets or rusty used car with ELS with civilian plates for better undercover operations or unit because only HCSD has fully uc vehicles with civilian plates I suggest adding one each department except VHP
