Enable Law Enforcement Teams to Manage Booking-Search Area Cells

Implement a feature for all Law Enforcement Teams to lock, unlock, and open MCJ cells, specifically the 2 cells at the booking-search area. Ensure that HCSO must transfer inmates inside the MCJ inmates area. Alternatively, make holding cells at every department usable and working properly.
