Enable Law Enforcement Teams to Manage and Transfer Inmates in Holding Cells

Allow all Law Enforcement Teams to lock, unlock, and open MCJ cells, specifically the two cells in the booking-search area, and enable transfer of inmates to the MCJ inmates area by HCSO. Alternatively, make holding cells at every department usable and functional.
