Enable Law Enforcement Teams to Manage MCJ Cell Access and Inmate Transfers

Allow all Law Enforcement Teams to lock, unlock, and open MCJ cells, particularly the two cells in the booking-search area, and enable the transfer of inmates to the MCJ inmates area.
