Instead of forcibly fixing the economy, add a tax system that withdraws a percentage either every week or every two weeks.

The more you have, the higher the percentage. This would allow for the addition of tax and financial crimes too (such as money laundering and tax evasion). In order to be in compliance with tax laws, you have to head to city hall to file your taxes otherwise you will be "audited" and a warrant will be issued for tax evasion. You may also have the option, for a fee, to hire someone for taxes (similar to the Gerald's insurance system with automatic withdrawals every 7 days).
