Implement a system where new law enforcement officers must start as a CSO, Parking Enforcement Officer, or Correctional Officer depending on their chosen team (HCSD = CO, FCPD = Parking Enforcement, JPD = CSO, VHP = CSO, Port = Parking Enforcement).
